It's true. There's even a discussion in the spec with the cable diameter and length.

USB also has a timing limit due to the speed of light. So, if your cable is made out of silver-coated copper and is a couple of meters thick, it can be 12.5m long (although, it's the network diameter actually...)

But in reality, the cable resistance limits it. This is precisely why extenders are outlawed by the spec. People still use them, and then complain on the blogs.
